Heat pump vs. gas furnace — Close call
Illinois's electricity-to-gas price ratio works out at 4.8-to-1. At these prices the two land near each other on running cost, which puts the decision on installation cost, whether your AC also needs replacing, and how cold your winters get.

What's different in Illinois
Illinois Shines, statutorily the Adjustable Block Program, pays for Renewable Energy Credits from qualifying solar systems. It is administered by Energy Solutions on behalf of the Illinois Power Agency, an independent state agency.
The critical mechanic: the incentive is paid to an Approved Vendor, who may pass it through to you as a reduction in system price. It is not a cheque you receive. That means the value you actually capture depends on how the vendor prices the job — which makes a side-by-side comparison of quotes worth more in Illinois than almost anywhere else.
The program includes vendor approval and compliance monitoring, so confirming your installer is an Approved Vendor is a real check, not a formality.
Check with the administrator before you sign anything. Program budgets run out, terms change without notice, and most require approval before work starts — a rebate you apply for afterwards is usually a rebate you don't get.
