Few home-heating questions generate more debate than this one. Both sides cherry-pick numbers, and most comparisons leave out the context that actually determines which system is cheaper for your home. Here's a grounded walk-through of the real variables.

The Short Answer#

There is no universal winner. Which system costs less depends on three things specific to your situation:

  1. Your local electricity-to-gas price ratio — the single biggest factor
  2. Your climate zone — how cold it gets, and for how long
  3. What rebates you qualify for — which can swing the upfront cost by thousands

For a large share of US homeowners at average energy prices, a modern heat pump is competitive on operating cost and often cheaper on total cost of ownership — largely because it replaces your air conditioner too. But in areas with very cheap natural gas or very expensive electricity, a gas furnace can still come out ahead. Below is how to figure out which camp you fall into.

Upfront Cost#

Ranges vary widely by region, home size, and system type, but broadly:

The key thing most furnace-vs-heat-pump comparisons miss: a heat pump also provides cooling. If you'd otherwise be buying or replacing a separate central AC unit (typically $3,000–$5,000+), that cost belongs on the furnace side of the ledger, because "furnace + AC" is the real apples-to-apples comparison against a single heat pump.

Operating Cost#

This is where efficiency and local energy prices collide.

A gas furnace converts 80–96% of its fuel into heat (its AFUE rating). A heat pump doesn't generate heat — it moves it — so it can deliver 2.5–4x more heat energy than the electricity it consumes (its COP, or coefficient of performance). On paper, that makes the heat pump dramatically more efficient.

But efficiency isn't the same as cost. What you actually pay depends on the price of each unit of energy:

  • Where electricity is cheap relative to gas (much of the Pacific Northwest and parts of the Southeast), heat pumps typically win on operating cost decisively.
  • Where electricity is expensive and gas is cheap (parts of California, the Northeast, and some cold Midwest markets with very low gas rates), a gas furnace can be cheaper to run — especially in the coldest months.
  • A rough rule of thumb some analysts cite: if your electricity-to-gas price ratio is below roughly 3.5-to-1, the heat pump usually wins on operating cost. Above roughly 5-to-1, the furnace may be cheaper in peak winter.

If you have solar, the math tilts sharply toward the heat pump, because self-generated electricity pushes the heat pump's effective operating cost toward zero — while a gas furnace keeps burning purchased fuel regardless.

Climate: Does the Heat Pump Still Work When It's Cold?#

Modern cold-climate heat pumps maintain useful heating capacity down to roughly -13°F to -15°F, and are used successfully across the northern US, Canada, and Scandinavia. The "heat pumps don't work in the cold" objection reflects older equipment, not the current cold-climate-rated generation.

That said, in genuinely cold climates:

  • Standard (non-cold-climate) heat pumps lose efficiency as temperatures drop and may lean on backup electric resistance heat, which erodes their cost advantage during harsh stretches.
  • Dual-fuel systems — a heat pump paired with a gas furnace backup — are a practical middle ground. The heat pump handles the milder majority of the heating season efficiently; the furnace kicks in only on the coldest days.

Rebates and Tax Credits — Verify Before You Rely on Them#

Incentives move the upfront comparison more than any other single factor, and the federal piece has changed.

The federal credit has ended

The Section 25C credit is not allowed for property placed in service after 31 December 2025. Separately from federal credits, and this is the part that has changed most:

  • The state electrification rebates no longer cover this swap. DOE Program Notice 26-2, issued 29 May 2026, removed fuel switching from the programme. Replacing a gas furnace with a heat pump is a gas-to-electric conversion, and that is exactly what is no longer eligible. What still qualifies is upgrading from existing electric equipment — so if this article found you because you have electric resistance heat rather than gas, the rebate is still available to you.   • Most states could not take your application anyway. Of the states we have checked against their own administrators, only 13 out of 49 are accepting applications; several have opened and since paused. See where your state stands, or run your own project through the eligibility checker.
  • Utility rebates ($200–$1,500+ is common) are unaffected by any of this. They run on their own budgets and rules, and in most states they are now the only incentive actually available for this project.

The practical consequence: if you were counting on a state rebate to close the gap between a furnace and a heat pump, take it out of the spreadsheet and see whether the decision still holds on running cost alone. In roughly half of US states it does. Your own state's electricity-to-gas ratio is what settles it, and unlike a rebate it applies every winter for the life of the machine.

A good installer will pull current rebate sheets at quote time. Check your specific eligibility rather than assuming a headline figure applies to you — and be sceptical of any quote that still assumes the electrification rebate covers a gas conversion.

So Which Should You Choose?#

A reasonable framework:

  • Lean heat pump if: your AC is also near end-of-life (you replace two systems with one), you live somewhere with a favorable electricity-to-gas price ratio, you have or plan to add solar, or strong rebates are available in your area.
  • Lean gas furnace (or dual-fuel) if: you have very cheap natural gas, very expensive electricity, a severe cold climate, and your existing AC still has years of life left — see repair vs. replace if that is the open question.
  • Consider dual-fuel if you want heat pump efficiency most of the year with the reassurance of gas backup on the coldest days.

The honest answer is that this is a genuinely local, situation-specific decision. Before committing, get at least three quotes from licensed contractors — lined up side by side so the differences are visible — ask each to run the numbers using your actual past 12 months of utility bills, and insist on a real load calculation rather than a match to whatever is currently installed.
