Federal rebates for gas-to-electric heating conversions have ended — but electric-to-heat-pump upgrades still qualify. What changed

Heat pump vs. gas furnace — Heat pump favored
West Virginia's electricity-to-gas price ratio works out at 3.4-to-1. At these prices a heat pump should cost less to run than a gas furnace across the heating season, before counting the air conditioning it also replaces.

West Virginia decided to test the machinery before opening the doors. The Office of Energy is running the whole-home efficiency track as a pilot with a limited set of households in select southern counties, working through established community action organisations, and says the point is to make sure every part of the programme functions before the rest of the state is let in.
That is unglamorous and it is the right call. Several states that launched wide have since paused, waitlisted or run out of money. A pilot that finds the broken step with a few hundred households instead of a few thousand is how you avoid becoming one of them.
If you are outside the pilot counties, the action is to register on the programme portal and join the waitlist now. Statewide launch is expected to draw from that list, and the households already registered will not be at the back of it.
The electrification track is described as limited to low-to-moderate-income households when it launches, and is also still in pilot rather than statewide operation.
Separately, the state's weatherization programme runs through the Community and Development Office and is entirely independent of the new rebates. If you are income-qualified, that is available now and does not require waiting for anything.
Check with the administrator before you sign anything. Program budgets run out, terms change without notice, and most require approval before work starts — a rebate you apply for afterwards is usually a rebate you don't get.
